Abstract

The document intends to made remarks on some of the changes made by the Decree Law n. 32/2019 (the so called “Sblocca Cantieri”) to the Legislative Decree 18 April 2016, n. 50 (Public Contracts Code) and examine the subsequent Conversion Law of 14 June 2019, n. 55. In particular are highlighted a series of "lights" and "shadows" on the changes made and represented the state of "uncertainty" of the same legislator on the specific normative matter, putting in serious difficulties the contracting stations that find themselves confused before the umpteenth regulatory change with the risk of compromising the original purpose of speeding up and simplifying tender procedures and awarding contracts.
