Abstract
Variously defined and valued, considered the natural counterweight to discretion and, at the same time, debased to a mere operational criterion, rotation is a highly debated aspect of low-threshold procurement, with inevitable procedural implications and controversial application implications.
On a regulatory level, a figurative oxymoron has emerged.
