Abstract

This paper analyses the 1994 Saxonian Cultural Areas Act (Sächsisches Kulturraumgesetz), within the German model of cultural federalism. First of all, the cultural heritage law main issues in the German legal systems are introduced, to underline the different constitutional bases and the different division of institutional competences between the central government and the territorial institutions (Länder, Landkreise/Districts/Counties, Municipalities). Then, the Saxon Cultural Areas Act is analyzed, emphasizing its most relevant issue in the mandatory institution of (local and urban) «cultural areas»  as district authorities born by agreement involving municipalities and districts, and in their financing by an “equalization” model. Finally, in comparative perspective, some relevant trends in Italian regional and local cultural policies are analyzed
