The clearest description of the distortions produced by the mechanisms for awarding contracts based on the greater competitiveness of the offered price can be found in an epistle dating back to 17 July 1693, written by the architect Marquis of Vauban and addressed to the then French Minister of War, where he denounced how public works were frequently completed with abnormal delays or even left unfinished and identified the cause of these worrying dysfunctions in the «confusion caused by the frequent reductions which are made.
