Costruire l’integrità in tempi di crisi: contrasto e prevenzione della corruzione nell’esperienza giuridica palestinese tra sfide istituzionali e prospettive di riforma


Abstract


This article examines the anti-corruption prevention system within the Palestinian National Authority, with particular attention to the political-institutional context, the challenges posed by legal pluralism, and the normative and institutional initiatives undertaken following the ratification of the United Nations Convention against Corruption (UNCAC) in 2014. Despite the existence of a legal framework formally aligned with international standards and a number of important reforms, persistent structural weaknesses and political-institutional fragilities continue to undermine the effectiveness of anti- corruption policies. This article highlights the importance of an integrated approach that complements legislative reform with the strengthening of institutional capacities, targeted training for public officials, and the promotion of a culture of integrity grounded in the values of transparency and both political and administrative accountability.
