Abstract

The paper deals with the social benefits that must necessarily be provided, regardless of the availability of financial resources, since they correspond to the essential levels of protection of the citizen which allow his or her dignity to be protected, in a context in which, on the one hand, the accounting and budgetary rules and, on the other hand, the principle of fair collaboration between the competent public authorities at the various levels of territorial government, subject both to the jurisdiction of the Constitutional Court and control by the Court of Auditors, must be respected
