Abstract

The connection between the administrative question and the role of the Court of Auditors is intuitive and is addressed here by taking into account the common perception of administration as an obstacle to economic development. The Court of Auditors, in this now established vision, is also perceived as an obstacle, when it judges and when it controls, especially when it judges, as a contributory cause of the so-called "fear of administering"
