La rigenerazione urbana: dal contenimento del consumo di suolo alle «città intelligenti»


Abstract


The climate-environmental issue that is affecting our planet seems to have reached the point of no return. From this perspective, the creation of an ideal model of urban center in perfect harmony with the climate and the environment cannot be postponed, also on the basis of the objectives set by both the European Union and the international community. One of the suitable tools for achieving 'green' cities is urban regeneration which, starting from the original purpose of limiting land consumption, has progressively taken on a functional connotation for the creation of urban welfare, especially in terms of economic and social cohesion  of the territories. However, urban regeneration presents several critical issues that entail two different needs: first, the regulatory transposition at state level of the definition of urban regeneration and second, the organic reform of the national urban planning law. Only in this way it will be possible to achieve the true rebirth of urban planning and the creation of "smart cities" that pursue environmental and social sustainability objectives.
