Abstract

Investigating the topic and drawing up a balance sheet regarding the positioning of the Guarantor Authority for Children and Adolescents in the framework of social policies re- quires starting from the positive data, and therefore from the relevant legal framework in which the national Authority is placed - established as known by law only in 2011 - but al- so its counterparts at regional level.

In reality, the very possibility of declining the authorities established at a territorial (par- ticularly regional) level to guarantee the rights of children and adolescents, or of those - perhaps already existing and equipped with additional competences - to which they have been attributed, among others, these functions, in terms of "homologous" figures to the national reference one, are anything but obvious
