Cooperazione in materia migratoria tra Unione Europea e Paesi Africani: una leadership per il Marocco?


Abstract


On 10 December 2018, the Global Compact for Migrations was signed in Marrakech, the "Global Pact for Safe, Orderly and Regular Migration". The document, which is not binding on the 160 signatory States, represented a moment of fundamental convergence of international cooperation on migration matters with a view to a more concrete and current regulation of the general principle of free movement of persons sanctioned, seventy years earlier, by the art. 13 of the Universal Declaration of Human Rights.

Based on the New York Declaration on refugees and migrants adopted by the UN General Assembly in September 2016 and accompanied, in parallel, by the approval process of the Global Compact on Refugees (the so-called Global Compact for Refugees), the Global Compact for Migrations responds to the priority of developing national and international cooperation mechanisms that take into account human mobility for which, to date, a binding multilateral regulation continues to be lacking
