La partecipazione alle gare d’appalto pubblico degli operatori economici extra comunitari


Abstract


It is an established fact that globalization has had considerable effects and repercussions in the conduct of international trade.

In particular, both nationally and supranationally, attempts are being made (with increasing frequency and while always respecting delicate political-diplomatic balances between the States) to eliminate, or at least reduce, the barriers that prevent free entry into the national territory of foreign goods, services and businesses.

This is true both in the context of contracts concluded between private individuals and in the context of public contracts.

It is no coincidence that, to date, the fact that a national administration has to negotiate with foreign economic operators is no longer a novelty or an isolated case.
